The required image, of “solid character of a government entity” does not necessarily mean rigidity of layouts and volumes, but also receptive areas for all citizens, employees and visitors.
Above the 10.00m level, the five primary volumes of different heights give, from a distant view, identity to each Ministry.
Below the 10.00m level, the proposal takes up themes of alternative circulations, zigzagging of the Loma San Jerónimo, creating more friendly situations for the multiple visitors that the complex receives daily.

The idyllic town of Margrethausen, a district of Albstadt, is embedded in the gently rolling hills of the Swabian Alb. The sloping property on the edge of the village next to the mighty monastery offers an unobstructed view southwards over meadows and forests.

A small distribution alley leads to a dead end to the site. The existing building has a strong identity marked by its regular and uniform three-dimensional structure, and the main balcony facade composed of breeze blocks characterizing the colonial era. The interior spaces are isolated from the outside world at the expense of the notion of comfort.
